For me, if I am booking a manicure and pedicure... I assume polish is included. As I find this to be unusual that it is not included, I think they should make more of an effort to draw attention to that fact upon arrival.
Itโs also a pet peeve of mine when they donโt ask what shape you would like your nails to be. I would say that for me the manicure was pretty mediocre.
